Consultative meetings may be part of the workplan. Partnerships may cover exchange programmes, development of referral systems, strengthening of rural health services, disaster readiness, community 12 health worker programmes and workforce retention strategies, among other initiatives.
The model promotes island-to-island learning based on similar geographic and operational realities.
